Congressman Chaka Fattah is a senior member of the House Appropriations Committee. This committee sets spending priorities for over $1 trillion in annual discretionary funds. He is also ranking member of the Subcommittee on Commerce, Justice, Science (CJS) and related agencies. Representative Fattah is also Chairman of the Congressional Urban Caucus, a bipartisan group of 57 Members of Congress representing America's metropolitan centers. Fattah is also leading the Fattah Neuroscience Initiative (FNI), an innovative, non-incremental policy initiative designed to make major progress in understanding the human brain by intensifying, in a collaborative fashion, federal research efforts across brain disease, disorder, injury, cognition and development. 

The initiative promotes research and discovery across brain cognition, development, disease and injury.  To date, the FNI has led to an Interagency Working Group on Neuroscience housed in the White House Office of Science and Technology Policy.  During the 111th Congress, Representative Fattah led three major legislative victories. To date, The American Opportunity Tax Credit Act, a $14 billion program to provide a $2,500 tax credit for tuition and other expenses for college students or their parents. Congressman Fattah also created the Emergency Homeowners’ Relief Fund, included in the Dodd-Frank Wall Street Reform and Consumer Protection Act as well as signed into law by President Obama to help millions of responsible American homeowners avoid foreclosure. Fattah is also the architect of the country’s most successful early college awareness and preparation program – Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP), an international model to aid underserved students in their preparation and pursuit of a college education.
